Can I just say something?
In the first gif, the Doctor holds back because he knows that, one: it’s not really Rose, and two: he can’t have her and he knows it. He keeps his arms at his sides and keeps a distance.
And then in the second gif, in Journey’s End when Rose kisses the metacrisis, you see him kind of hold back for a second but then he stops holding back and just kisses her. He keeps his arms at his sides, then realizes that hecanhave her now, that it’s not the same. So he holds her.
